In 1986, there was a fire at a chemical plant in Switzerland. Thousands of gallons of toxic chemicals were released into the Rhine River. Millions of fish and other wildlife died. There was a public outcry, which led to the creation of The Rhine Action Programme of 1987. It was also called the Salmon 2000 because people wanted to see the return of salmon (which are very sensitive to water quality) by the year 2000. The programme was very successful. It resulted in a significant reduction of pollution (50% - 100%). Finally, the salmon returned in 1997 (three years ahead of schedule). This also coincides with The Rhine 2020 Programme, which defines the general Rhine protection targets for the next twenty years (Rhine River Strategies and Successes).
